There are many ways to start organizing and the information collected here can only cover a small fraction of what is possible. So please be creative and do whatever feels meaningful to you even if it is not mentioned here.

Organizing Community Resistance in Hurummarka
Since Chemring Nobel pays for the environmental impact assessment of Norconsult,
how can we expect a neutral outcome?
Since the authorities are not transparent about the inevitable pollution of our lands, waters, berries, fish and other wildlife – and ourselves – who live on this land, with toxic chemicals used in explosives production such RDX and HMX –
how can we believe that they care for our safety?
Since the authorities are not transparent about the other dangers of a militarized explosives megafactory – that the whole region, our homes and farms, will become a disaster zone in case of an accident or a major target in case of war (look at Ukraine),
how can we ignore that we are the ones bearing the risks while Chemring Nobel is profiting?
Since we know that illegal drillings have been happening since at least the end of 2024, showing the authorities disregard for their own procedural standards and rules,
how can we trust them?
Background
> In June 2026 the owners of the lands threatened by the proposed Chemring Nobel weapons factory received notice that Surveyors from Norconsult are preparing to begin Environmental Impact Assessments
> Norconsult is a well documented industry appendage
> This toolkit is aimed to further empower local landowners, and other concerned individuals, to come together against this unwelcome war profiteering
> We believe that sharing information is key to organizing effective resistance and breaking the isolation that these bureaucratic processes engender
> Together we are strong and can present a united front against the industry of war and the fear and destruction it spreads everywhere
Strategies
Share Information
- Don’t assume that others know what you know
- Make public all communication you receive from the company(s) (with your personal information obscured)
- The more information we have the better we can understand how the company intends to move and organize ourselves most effectively in resistance
- By discussing with each other before making individual deals we can leverage community power most effectively
Make Them Know They Are Not Welcome
- Create an atmosphere of a united locality
- Express visible dissent and hostility to the project
- Workers, Surveyors, and Representatives should feel a moral burden
- Make it impossible for the company to run a PR campaign
Discredit Authority
- Question the interests of the various company and state actors
- Create organizations that reflect community values and support alternative ways of being
- Invite experts and conduct your own environmental assessments
Delay
- Employing creative and dynamic forms of non-cooperation that consistently extend the timelines
- Those interested in furthering the construction of this project must always calculate extra time and extra burden when they need to visit the region
How To Enact
Communication systems
- Create and maintain group chats for locals to share information
- Signal Messenger is the best option for app based communication
- Maintaining group chats on multiple platforms is desirable for maximum reach
- Re-post information across all platforms
- Organize a press team for communication with outside media
Neighbor / Community meetings
- Public meetings engage new and curious people
- Support each other and develop relationships
- A place to discuss and deliberate difficult decisions
Follow and document
- Pay attention and post in groups whenever you see survey, drilling or construction works
- Post as much detail as you can; how many vehicles, how many people, how many different companies, what are they doing, where are they
- When workers come to your land, accompany them and consider filming them
Note: Workers are often just doing what they need to provide a living for themselves and their families. We do not encourage harassing workers at the lower rungs of these companies but neither is it appropriate to apologize on their behalf
Passive resistance
- Scheduled visits to your land can be pushed to as late a date as possible
- Other factors like holidays and friday afternoons can be considered when making appointments that will be hard to keep
- Posting signs and banners along roads and houses
- Driving slow and otherwise accidentally obstructing traffic when you see vehicles (e.g. Norconsult) related to the project
Active resistance
- Refuse to schedule appointments
- Deny access to your land
- Organize protests disrupting work at the company(s) offices
- File legal proceedings against the company(s)
Building parallel structures, self-organization
- Create your own environmental and impact assessments
- Collect critical information and make it easily accessible for the public
